Apparently they buy it using EBT cards, they resell it a grocery stores they own.
It's fraud and money laundering rolled into one.

They shop for their convenience stores, using SNAP (food stamps) card to pay for all the food, then sell for cash at their store. Have 3 wives, 2 of them collect government funds and the men use the funds to buy inventory for their store.
