1937 Peel Commission: British proposal for partition into Jewish and Arab states. Palestinian Arab leadership (led by the Mufti of Jerusalem) rejected it.

1947 UN Partition Plan (Resolution 181): Proposed two states — one Jewish, one Arab — with Jerusalem internationalized. Jews accepted (despite getting less optimal land). Arab states and Palestinian leadership rejected it outright and launched war in 1948 after Israel declared independence.

2000 Camp David Summit: Israeli PM Ehud Barak (with Clinton) offered ~91-95% of West Bank, Gaza, parts of East Jerusalem as capital, and limited refugee returns. Yasser Arafat rejected it without a counteroffer. This led to the Second Intifada.

2008 Olmert-Abbas Talks: Israeli PM Ehud Olmert offered a similar or even more generous package (~93-97% of West Bank with swaps). Mahmoud Abbas rejected it.

Other moments (like post-Oslo talks, Taba 2001) also failed, often over "right of return" (which would demographically end Israel as a Jewish state), Jerusalem, and security.

Levin's Broader Point

Levin argues the two-state push ignores this pattern: Palestinian leadership (and much of the population) has prioritized eliminating the Jewish state over building their own. This aligns with his view of Islamist rejection of Jewish self-determination (tying back to anti-Zionism = antisemitism). Israel has made painful concessions (Sinai to Egypt, Gaza withdrawal, multiple offers) and still faces existential threats.
