At the end of the 2023 fiscal year, California held the largest total state government debt in the United States, with approximately $497 billion in liabilities.
Total Debt Burden: California's comprehensive state and local debt is roughly $1.6 trillion (including unfunded pension liabilities), which, if considered a country, would rank among the top sovereign debtors.
