Key issues include strict blasphemy laws (death penalty) that fuel mob violence, draconian cybercrime acts (PECA) curbing digital dissent, and widespread abuse against women and activists, often operating with impunity.

Blasphemy Laws: Section 295-C of the Pakistan Penal Code mandates the death penalty for insulting the Prophet Muhammad, with other sections banning desecration of the Quran (295-B) and insulting religious figures. These laws are often used to target Ahmadis, Christians, and Hindus, allowing false accusations with no mechanism to punish the accuser.
