4D chess - Trump did not immediately respond with fire since the ships fired upon were Indian and French. Instead, he is continuing the cease fire and sending negotiators to Pakistan, He is letting the Iranians hang themselves, not giving people a chance to call him a warmonger. One last chance offered to Iran, and the cease fire will not be extended if Iran refuses to take the proffered off lane.
