As I posted yesterday - "For instance, about 5% of active offenders in a city typically commit 50% of its violent crimes." ... Those "mere" 14% are repeat violent offenders.
As Greg pointed out 70% includes 'non-violent' crime child pornography, trafficking, fraud, - think Somalis in MN, DUI, think illegal semi drivers...
Plus, ones who have violent crimes in their own countries, who are here now.

my neighbor has a friend who lives in Altadena, CA. His house is red tagged because of fire damage from the Eaton fire over a year ago. He cannot get a permit to repair/rebuild. Thus the insurance company is not paying him. He is living in a camper parked outside his home, and the police are ticketing it EVERY DAY.
That is what Bass and Newscum have done to the people of California.
