Very low less then 1 murder per 100 thousand people .
Burglary , rape , theft all less then 5% .

Rapid social and political change, including the civil rights movement, anti-war protests, and a growing counter-culture. As the nation grappled with these changes, crime rates began to rise steadily.

We know where our crime problems are , we know who commits them .
We also know who lets them off to commit more crimes.
More then 72% of crime is committed by less then 38% of our population.
Yet we are Racist if we want them locked up .
I say lock them up anyway .
